I have more than 25 years of experience in building applications in and around AutoCAD. Not only in LISP but especially in VBA, VB.NET and C#. I've knowledge and experience of MS SQL server and Oracle databases. Your question/problem is a challenge for me to create and build a solution that your colleagues will embrace.
Since AutoCAD version 2.0 I build applications in and around AutoCAD. For various clients such as manufacturers, metal companies, energy plants and so on. From small applications to very complex programs with links to databases, SAP, XML export, and so on. This work gives me satisfaction when I notice that the users of my applications are satisfied.

Design and building of an AutoCAD application to create/draw safety zones, wall and floor detections, card readers and so on including parameters. A finished drawing can be imported into a program for access surveillance and control.

Page setups (PS) were stored in separate templates. Maintaining these templates is cumbersome. PS are linked to the name of the title block. Design and build program (C#.NET) to store the PS data in a SQL DB.
